- Efficient and appropriate use of land - this determination was based on whether the development or policy enhanced local plans and desires, was an infill development or redevelopment, fell within a growth boundary (if applicable), protected open space or encouraged increased density to preserve open space, was contiguous to existing development, contained mixed land uses, etc.;
- Transportation Planning - this determination was based on whether the development or policy offered mass transit or multi-modal forms of transportation, created a pedestrian-friendly community, reduced dependency on the automobile and the amount of traffic, etc.;
- Community Character - this determination was based on whether the development or policy used or encouraged community design standards that encourage pedestrian use and create a greater community feeling, etc.;
- Environmental Quality - this determination was based on whether the development or policy preserves or creates a program to preserve open space or agricultural lands, mitigates or reduces air and water pollution from new developments, etc.;
- Reductions in Taxpayer Subsidies - this determination was based on whether the development or policy reduced subsidies to new development by restricting direct development subsidies, making developers pay for the development's infrastructure and public services, or decreasing the need for new infrastructure (i.e. infill development or redevelopment of blighted areas), etc.;
- Affordable Housing - this determination was based on whether the development or policy includes provisions for permanently affordable housing for low to moderately-low income households, etc.;
- Public Participation - this determination was based on whether the development or policy involved and included a considerable amount of public participation and input to ensure that the development or policy was in the community's best interest; and
- Incentives for Smart Growth - this determination was based on whether the local government provided or the developer took advantage of incentives to implement desired smart development.
